SOLUTION:

The security permissions for the Task Scheduler have become corrupted.

Do this process

1. Stop the Task Scheduler Service  (run => services.msc)
2. Delete or Move the file from the"C:Documents and Settings-All  Users-Application Data-Microsoft-Crypto-RSA-S-1-5-18" folder.
3. Start the Task Scheduler Service.
4. Edit each previously scheduled task and provide security credentials for the task to run under.
5. Right click the task and choose run.

The task should run correctly and it should also run as scheduled. If not, check the log file for more details.
